Annual recovery of waste paper in China should be increased to 17 million tons

The Chinese government proposed in the "15th Five-year Development Plan for the Recycling of Renewable Resources" to use five years to increase the total annual value of renewable resources from 45 billion yuan in 2000 to more than 55 billion yuan in 2005.

The State Economic and Trade Commission has announced this development plan. The plan proposes that by 2005, annual recoveries of major varieties of renewable resources for recycling will be 36 million to 37 million tons of scrap steel, 2 million tons of non-ferrous metals, 5 to 6 million tons of waste plastics, and 17 million tons of waste paper.

In the next few years, the country will build a batch of renewable resources processing bases with a certain scale and level to research and develop a batch of non-hazardous waste disposal technologies and renewable resources processing and utilization technologies.

The construction of a number of renewable resources of different levels, types, and scales will return to the collection and distribution base and the standardized renewable resources trading market. Focus on building several dismantling centers with appropriate scale, advanced management, and environmental protection requirements.

The strategic adjustments were made to the recycling enterprises of waste materials, and through the formation of enterprise groups, the implementation of joint-stock reforms, and the establishment of Chinese-foreign joint ventures and cooperative enterprises, a batch of competitive large-scale waste materials recycling companies were cultivated.
